DWC Staff ChangesOctober 20, Steve Nichols with the Insurance Council of Texas has informed me that there have been some personnel changes at the Division of Workers’ Compensation (DWC). Norma Garcia, formerly DWC’s General Counsel, has vacated the General Counsel position and returned to the Texas Department of Insurance. Workers’ Compensation Commissioner Rod Bordelon selected Dirk Johnson formerly the Deputy Public Counsel for the Office of Public Insurance Counsel (Commissioner Bordelon’s previous agency) to join the DWC as General Counsel effective October 20, 2008. Mr. Johnson is reported to have more than ten years experience in litigation at various state agencies, including the Office of the Attorney General and the Texas Medical Board. He is reported to have experience in administrative law including insurance matters, disciplinary actions against physicians, workers’ compensation, and disability claims. It is also reported he has civil litigation experience in prosecuting and defending medical malpractice cases and other complex personal injury actions. He holds a Doctor of Jurisprudence degree from Stanton Strickland’s role at DWC has been redefined. Mr. Strickland will no longer be over Legal Services and the DWC’s Compliance (enforcement) section. Mr. Strickland’s new duties will focus on Legal Services. Marisa Lopez-Wagley has assumed the position of Chief of Enforcement. Ms. Lopez-Wagley joined DWC in September 2006 as the Manager of Regulation and Policy Council within Legal Services. Since that time, she has been instrumental in the development of rules for the workers' compensation system, including various fee guidelines and eBilling.
